Sudirman was born 25 May 1954, in Temerloh, Pahang, Malaya. He was one of seven children born to Hj Arshad Hassan and Ramlah Dahlan. He had a sister, Datin Rodziah Arshad.

He initially studied law an the University of Malay, and began a career as a lawyer. He also worked intermittently as a journalist and cartoonist.
